Already studying in Australia and considering a different university or college? Before accepting a new offer, check how the recent transfer rule affects your admission plans.
From 2 October 2026, the transfer restriction for international students outside the school sector temporarily increased from six to 12 months of their principal course. This setting applies until 30 June 2027. School students remain subject to a separate six-month restriction. See the Department of Education’s official update.
What does the new transfer rule mean?
During this period, a receiving provider generally cannot knowingly enrol a transferring student before they have completed 12 months of their principal course with the releasing provider, unless an exception applies. The calculation concerns your principal course, not simply how long you have lived in Australia.
Can you transfer before completing 12 months?
The National Code provides exceptions, including an agreed release recorded in PRISMS, loss of provider or course registration, a regulatory sanction preventing continued study, or written support from a government sponsor. Check your provider’s release policy and your circumstances before proceeding. Read the official transfer amendment.
Does a new offer letter resolve your visa position?
An admission offer does not establish that you can apply for another Student visa inside Australia.
Separate visa changes took effect on 2 October 2026. Most current Student visa holders need to meet an exemption to lodge a further Student visa application in Australia.
Home Affairs explains that students who changed providers since their current Student visa was granted do not meet the course-completion exemption. If they need another Student visa to complete their course, its guidance requires them to be outside Australia when applying and when the new visa is granted. Other exemptions require separate consideration. See Home Affairs’ offshore application guidance and the Student visa requirements.
What should you check before applying for admission?
A suitable course should support your academic goals and give you a realistic path to completion. Before paying a deposit or withdrawing, check:
- Entry requirements: Your academic results, English evidence and any prerequisites.
- Credit transfer: Which completed subjects the new provider will recognise.
- Course duration: Your expected completion date after credit assessment.
- Total cost: Tuition, deposits and any additional study time.
- Release requirements: Whether approval from your current provider is needed.
- Timing: The intake, completion date and current visa expiry.
Request written confirmation of credit and course duration wherever possible. Lower tuition fees may offer limited savings if a transfer adds substantial time to your studies.
What if you have already completed your course?
Further study after completing a qualification differs from leaving an unfinished course. However, eligibility for a further onshore Student visa application still needs to be checked against the applicable exemptions. Admission alone does not settle that question.
